Carly’s practice focuses on land use, environmental law, and water law. She counsels clients on a variety of land use matters, including siting and permitting development projects. Carly is an experienced litigator, and appears on behalf of clients in state and federal court, and in state administrative and local government proceedings concerning development regulations.
She also has extensive experience counseling clients on environmental and natural resource matters under the Clean Water Act, Comprehensive Environmental Response, Compensation, and Liability Act, and Washington’s Model Toxics Control Act. She assists clients with environmental compliance, and assessment and management of environmental liabilities, including through litigation concerning cost recovery, liability apportionment, and natural resource damages. Carly provides counsel to clients on water resource and rights issues, including water acquisition, transfers, and agreements.
In addition, Carly serves as the Chair of the King County Bar Association’s Land Use and Environmental Section. She previously served as a legal extern with Judge Stephen Dwyer of the Washington State Court of Appeals, Division I, and as a legal extern with the Snohomish County Prosecutor’s Office, Land Use and Environmental Division.
