Hayley Jade Fink counsels clients on federal regulatory matters under a variety of environmental and energy laws. Hayley has provided regulatory counsel and strategic advice to a range of clients in the energy industry, including investor-owned utilities, transmission owners, public power entities, merchant generators, hydroelectric project operators, automakers, and industry groups. Among other matters, she has represented clients in Federal Power Act proceedings before the Federal Energy Regulatory Commission, including proceedings involving transmission formula rates, and provides strategic analysis on environmental regulatory matters, including EPA’s Clean Power Plan for existing power plants.
Prior to joining Van Ness Feldman, Hayley clerked for the Honorable Anita B. Brody of the United States District Court for the Eastern District of Pennsylvania. While in law school, Hayley worked for the Office of Regional Counsel at the U.S. Environmental Protection Agency, Region 1, and the United States Attorney’s Office for the District of Connecticut. Additionally, she served as the Managing Editor for the Yale Journal on Regulation, as a board member of the Yale Environmental Law Association, and as the Teaching Fellow for the Yale Environmental Law Clinic.
