Haley supports the firm’s lawyers and clients with electric regulatory compliance and transactional matters before the Federal Energy Regulatory Commission (FERC). Haley assists clients (including traditional utilities and public power) in complying with eTariff requirements and new Electric Quarterly Report (EQR) requirements established in FERC Order Nos. 768 and 770. In addition, Haley directly assists clients with market-based rate authorization in complying with various reporting requirements, including Form Nos. 561 and 566. Haley also works directly with clients in auditing their Open Access Transmission Tariffs for accuracy and consistency with FERC requirements.
Furthermore, Haley helps in the preparation of tariff filings and other pleadings before FERC. She conducts in-depth legal research and due diligence at both the federal and state levels for filings, regulatory compliance, and transactional matters. Haley provides litigation assistance, including case management and maintaining and organizing discovery during FERC investigations and audits as well as other administrative litigation. Additionally, Haley provides clients and the firm with guidance regarding filing requirements for briefs and pleadings before the U.S. Courts of Appeals and the Supreme Court.
Haley also assists the firm’s clients with matters relating to environmental and natural resources, including federal and state regulatory issues regarding the Endangered Species Act and Migratory Bird Treaty Act. Prior to joining Van Ness Feldman in 2008, Haley was a paralegal with another prominent energy law firm where she focused on electric and gas regulatory matters.
