As a seasoned veteran of Capitol Hill, Stuart brings a wealth of experience on issues related to energy, environment, transportation, and infrastructure. For over 15 years, Stuart has worked collaboratively with clients to navigate complex legislative and regulatory landscapes, often deploying creative solutions to build broad, bipartisan support to achieve success. Stuart has experience in the formation and leadership of coalitions and represents a range of industry associations, nonprofits and companies on federal advocacy matters related to the electric and energy sector, coastal restoration, and federal funding.

Stuart joined Van Ness Feldman after working for seven years in the office of U.S. Representative Richard H. Baker (R-LA), including as the Congressman’s Legislative Director. Stuart handled Transportation and Infrastructure Committee issues and assisted in staff negotiations during the House-Senate conference on the Water Resources Development Act of 2007. As a Senior Legislative Assistant, Stuart handled appropriations requests, special projects and assisted with hurricane recovery and response in the aftermath of Hurricanes Katrina and Rita.
