The Government plans to enter into a long term Renewable Energy Supply Agreement (RESA) whereby an Contractor agrees to finance, design, install, operate and maintain a renewable power generation system on private land and the Government will agree to purchase the energy produced from the system at a firm-fixed price. DLA Energy will request competitive proposals for the purchase and delivery of the off-site renewable energy for a 20 year period to Joint Base Anacostia Bolling, National Naval Medical Center Bethesda, Naval Maritime Intelligence Center, Washington Navy Yard, United States Naval Observatory, Naval Support Activity (NSA) North Potomac Carderock, and U.S. Naval Academy Annapolis. The Contactor shall deliver all electricity into the Pennsylvania, Jersey, Maryland Power Pool (PJM), provide the interconnection agreement, maintenance, and ancillary services to properly supply the renewable power to the point of utility inter-connection, and then schedule it with the local utility for ultimate supply to the Navy meters.
