Stephen Fotis was quoted in an Environmental Finance article on the likelihood of delays to compliance deadlines following a U.S. Court decision to suspend the Cross-State Air Pollution Rule.  Mr. Fotis said, "I'm not expecting total invalidation as an outcome, " adding that, "if it's upheld, there's a question of when it would actually start."
