Ian is an associate in the firm’s Energy Regulatory practice where he represents both public and private sector clients engaged in developing and operating energy infrastructure, transmission, and renewable energy facilities. He is experienced with a variety of state and federal regulatory matters related to the electric industry, including rate cases, enforcement, and compliance matters before FERC and state utility commissions.

Prior to joining Van Ness Feldman, Ian served on the Senate Committee on Commerce, Science, and Transportation as majority staff under Chair Cantwell (D-WA). Ian worked on a wide array of policy issues for the Committee, including artificial intelligence, quantum information science, pipeline safety, surface and maritime transportation, and data privacy.

Before law school, Ian worked as an Energy Risk Management Analyst at Puget Sound Energy, Washington State’s largest energy utility. In that role, Ian analyzed power cost data to inform energy trading operations and resource management, and prepared filings and testimony submitted to the Washington State Utilities and Transportation Commission.
