Lucas is an experienced public policy professional who provides legislative and regulatory advocacy to advance clients’ interests in national and regional energy, environment, climate, and federal funding matters.

Prior to joining the firm, Lucas was a Professional Staff Member and Subcommittee Staff Director on the U.S. Senate Committee on Appropriations. As Professional Staff on the Interior, Environment Subcommittee, Lucas was responsible for policy development and execution for a wide-ranging energy and environment portfolio. He worked closely with congressional offices and senior Administration officials to draft and set funding and policy priorities for programs at the Environmental Protection Agency (EPA), Department of the Interior (DOI) and other agencies. These experiences provide clients with a unique insight into the Congress’ growing ambition on the energy transition and with climate policy.

Having worked closely with Sen. Murkowski (R-AK) in her role as lead Republican for the Interior, Environment Subcommittee, and with leading Republican-oriented energy and climate advocacy organizations, Lucas has significant experience planning, drafting, executing, and overseeing successful policy initiatives and outcomes, and in advising Senate offices, senior Administration officials, and outside stakeholders on how to achieve legislative and administrative solutions.
