Executive Order: Withdrawing the United States from the World Health Organization

January 30, 2025

"Withdrawing the United States from the World Health Organization," issued on January 20, 2025, mandates the United States' withdrawal from the World Health Organization (WHO), claiming its mishandling of the COVID-19 pandemic and other global health crises, failure to adopt necessary reforms, and susceptibility to political influence from member states. The order revokes a previous executive order, signed by former President Biden, that coordinated the federal government’s COVID-19 response efforts and implemented processes to respond to emerging pandemics. Additionally, it instructs the Secretary of State to cease negotiations on the WHO Pandemic Agreement and amendments to the International Health Regulations.
